to end poverty in the Global South. The singer Bono is the best
example, along with Jeffrey Sachs, of simplistic proposals, functional

Integration cross roads |

Strategic
differences are taking us to a cross roads in which commercial blocks
are brought to a standstill, and converted into political forums.
Brazil has searched to lead by consensus, but has been unwilling to
pay it’s own economic and political costs. In the meantime, Venezuela
explores another road, sharing projects and energy resources.

and poor. Moreover, it states that it is a process that serves mainly
the elites. Accumulated problems are becoming so serious that even a

Efforts
to build regional integration among South American countries offer
contradictory images. On the one hand there are announcements of a
“re-launch” of the Mercosur, and the creation of the South American
nations “union”. On the other there are warnings over the collapse of
the Mercosur and the dismemberment of the Andean Community of Nations.

Changing Windows into Doors: International workshop on civil society
and the global arena |

CLAES organized a 3-day
workshop on civil society and access to the global arena. The learning
workshop, entitled “Changing Windows into Doors”, together with the
global society program of the Ford Foundation. Furthermore, the event
was sponsored by the Uruguayan ministries of Foreign Affairs and
Culture and Education, and included participants from more than 14
countries, representing both civil society and academia. The meeting
took place in Punta Ballena, a small summer resort near Punta del Este,
in southeastern Uruguay.

institutions: a new president for the World Bank with an old agenda |

Paul Wolfowitz, former
sub-secretary of Defense of the United States, is the new president of
the World Bank. His controversy leadership of one of the most
important institutions worldwide has been analyzed by Eduardo

who warns that Latin America should not pay attention to outdated

Stiglitz, who questions the lack of democratic procedures in the
